At present Minister of Water Resources of the Republic of Iraq from December 22, 2010 as per the Cabinet Decision No. 3 for the year 2010.
The Ministry of Water Resources (MWR), formerly the Ministry of Irrigation, is the governmental institution in charge of the management of all natural water resources in Iraq and strives to supply the national water requirements to agriculture, industry, potable water, domestic uses and hydropower. Other tasks like flood control structures, environmental requirements and marsh restoration also lie under the Ministry responsibilities. Such tasks can be illustrated as follows:
· Planning to invest the surface and groundwater resources in Iraq as well as developing their utilization.
· Use of advanced technologies and GIS to develop the Ministry management methods technically, financially and administratively and improve the staff capacity. The former regime`s indifference to science and engineering, combined with 12 years of sanctions, deprived talented engineers and scientists of opportunities to apply emerging technologies. Criteria such as the consideration of the environment, public involvement and economic analysis in decision-making were ignored. · Maintenance and operation of surface and groundwater resources projects as well as dams safety assessment. · Coordination with water consumption sectors: agriculture, potable water, domestic, industrial and hydropower generation. · Coordinate the Ministry plans in accordance with the sustainable development in the country. · Protection of the surface and groundwater from contamination, particularly the environment condition in accordance with the international criteria. · Cooperation with the international, regional and Arab organizations and with the water-related non-governmental organizations: International Water Council, Arab Water Council, International Commission on Large Dams, International Hydrological Program, International Commission on Irrigation and Drainage, FAO and other concerned organizations. · Follow up the joint international water of the shared river basins with the neighboring and riparian countries to reach equitable and fair share of water in quantity and quality. · Preparation of technical and economic feasibility study for the water resources projects. · Implementation of water resources projects in accordance with the plans prepared. This includes dams and reservoirs projects, irrigation and reclamation projects as well as groundwater investment. · Enlighten people on the importance of water resources · Put plans for flood prevention and use the country and public sectors efforts to combat exceptional flood cases. · Marshlands restoration: The destruction of the Mesopotamian Marshes is an environmental and humanitarian travesty of large proportion. The former regime drained over 90 percent of the original 20.000 square kilometers that made up the Hawizeh, Central, and Hammar Marshes. Many thousands of people were driven from their homes and livelihood. The Ministry of Water Resources assumed a leading role in restoring this national treasure to the extent possible. |
